Look at it this way: if they set themselves a deadline, anything not ready by that deadline gets cut from the patch.
At least this way they can work on numerous issues and actually (attempt) to sort them out, i.e. the never-ending red-tag bug.
By having a date, they are committed to it. When you work in the real world, you will realise that.
