Well the main thing is nukes aren't just sold like jets and tanks. There are a shitload of treaties that prohibit it. Russia is would be cast outta the international community faster than Hugo at a Spanish dinner. Also countries don't want to make a potential enemy in the future armed with your nukes.
Ukraine doesn't even have Russian nukes anymore. Cuba, Moscow's trading partner alot longer than Venezuela doesn't have them.
