Just a tad confused, would appreciate an answer.

no. PCI-e 2.0 has double the bandwidth of PCI-e 1.1. Both of these protocols exist in a x1, x2, x4, x8, x16 variant. 2.0 is backwards compatible, so a 2.0 device will work in a 1.1 mobo and a 1.1 device in a 2.0 mobo. Today's GPUs hardly even fill up the bandwidth of a 1.1 x8 port, so practially you don't need  to worry about it

PCI 2.0 slots are backwards compatable with PCI x16 slots. So I you can use a 2.0 card in a x16 slot and vice versa.
