I heard that if micro black holes where created, those which did not have the escape velocity to break earths gravity would eventually rest within the core of the earth. At the earliest, the earth would start having massive quakes and show signs of instability within 4-5 years.

well the core of the issue is that they'd have such weak gravity they wouldn't be able to suck anything before they evaporate

Well, technically electron orbitals are nothing more then probability fields... The electrons do not necessarily follow these paths they are simply the region where the electron is MOST LIKELY to be found... This means the electron COULD be anywhere else as the probability only APPROACHES  zero with the distance outside of these orbitals.

While the chance is slim to none it is POSSIBLE that one electron from each atom on earth could be within the event horizon of the African American hole...

Could you imagine the devastation if every atom on earth became positively charged? We are not out of the woods yet...
