It's probably just that download thingo, when you leave something in the box of "Open or Save to" you'll actually start downloading the file, this however does not start the download timer, so it starts off at like 20 MB/s as it takes an average, and obviously because your download isn't keeping up with the average it'll just take a bit of time to adjust.
