Aight aight aight.
So I'm paying for a 7MB/s download, which I understand translates into 1mb/s.
I'm downloading a game on steam right now and only getting 100kb/s, my friend says he is getting 800kb/s.
Why is this, should I call to complain to my ISP?
I have tested it on other sources, all do not exceed 100kb/s.

if you test your d/l speed and you get what ISP promised then there is nothing to complain about, you prolly downloading from a server with limited bandwidth that limits you to 100k or whatever the speed is...

Aight fact rephrasing:

I am paying for 7 megaBITS, I understand this to be 1megaBYTE (1000 kilobytes)

I have tested multiple servers, some with NO BANDWIDTH LIMITING.  I have never seen this number exceed 100kb/s.

Are you sure you have your MB, Mb, KB and Kb in order?   
MB = MegaBYTE (more)
Mb = MegaBIT (Less)

KB = KiloBYTE (more)
Kb = KiloBIY (less)

It's just a pet peeve of mine when people don't specify if the b is capital or lower case

Actually 8 Megabits is 1 Megabyte, but it's close enough.

Has it always been that speed? How far away are you from your telephone exchange (or whatever you americans might call it)?

If it used to be faster but has slowed down recently then you should phone your ISP, you will almost certainly get put through to an idiot at first, but just keep going on and on at them and go through their stupid form of questions that they have to ask, and then hope to get through to the second line.

If it's always been that speed and never been any higher it could just be that you have bad line, but it's still probably worth a phone call to your ISP, they normally do a line check.

Their DSL sucks. Mine used to be around 3.6-3.8mbps when we were paying for 7mbps (with Sympatico). Looking at your speed test, it looks like they've gotten worse.

Rogers cable internet is much better, faster and their tech support isn't in India.

7mb should be slightly lower than 1Mb/s... 7/8 = ~875kb/s is your max.. that will differ based on the source of your download (it's available bw and location) . also if you are using cable, it will also be affected by how much your neighbors are using. if you are in a crowded area with lots of cable users, they will slow u down.. it's not like ure 875 is divided between all of em, but it ll get slightly slower with each additional user on the cable company's hub that you are on.

We got locked in for 2 years cuz my mum can't read fine print >

Lets not nit pick over how fast 7MB/S is, the point is I'm not even getting 500kb/s.

I'll call them tommorow, and ask to speak to someone I actually understand.

Yes, but 1000kbit/s =/= 7000kbit/s.
The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. If that is what you want to hear then there is no problem with that, but by adding so much additional material (by way of harmonics and intermodulation) you have a tailored sound system, not a hi-fi. - Rod Elliot, ESP

Yeah, but when you're hitting 1Mb/s AT ALL TIMES, and NEVER HITTING 7Mb/s then THAT is a breech of contract.

Unfortunately, no it's not. They virtually never promise a minimum, only a maximum. I'm not familiar with his ISP, but I would be surprised if they're any different.
