Short answer: yes, you can shoot (and stab) hands and feet sticking out.
Long answer: shoot at them and watch for the hit indicator: a small x in the middle of the sight picture. If you get an x, you scored a hit.

Man - you can shoot feets sticking out of a wall!
Which incidently also is a helpful tip, if your capping a flag at, say - construction/hotel/city entrance don't go prone to close to the wall/sandbags - your feet will stick out through them...

Yup. Some guy was trying to shoot me at karkand in the gatehouse building. I saw him go prone and looked around the side of the wall and saw his legs. So I ran out, and knifed his exposed legs.
