Admins can only ban in game right? Like there's no way for an admin to ban you unless you're connected to the server?

I would be very interested to know why you need this information.
They can ban you via bf2cc by manual adding your IP/GUID to the ban list.Ataronchronon wrote:

There's a clan that thinks I hack (of course I don't really) and told me not to go back to their server or else I'd be banned. However, I like the server so I just use different names to play there.

Their commands can only ban from the server. How ever, if substantial proof is found, (PBSS) you may be reverted to PBBans or PBS. You may be added to the master ban list there.
They never had any proof, so I don't have to worry about a PBBans ban.
