I have around 100 videos that I need chapterized (that is, a chapter mark every 15 minutes). Does anyone know of any utility, PC or Mac, that can do this without any audio/video loss?

DVD Flick can do that in DVD format, and it's free.
Nero will let you choose how long you want the chapters to be.
