This is his motherboard

In ventrilo he can hear everyone just fine. But in game, movies, and other things the sound is really low and dull. He's tried playing with all the settings turning everything up. He's tried different drivers, but to no avail it doesn't work.

Any Idea's?

Maybe when he goes in game some sounds lower itself somehow. He should try ALT+TABing during a game to see if the audio setting sliders are still set to max.

Make sure the speakers are plugged in properly. If they are loose you will get low\static noise.

I'd go through all programs that are associated with sound, winamp, windows media player and turn the volume up. Sometimes they have global settings and can screw you over through other settings they have adjusted.

Change the environment his audio is playing in. XP or VISTA?

Double click the microphone, go into advanced settings an you should find stuff like cave, large room, etc. Change that around and see what happens.

Obviously he doesn't use headphones then.
