I think the real surprise here is that there was someone who actually read what these kids were writing

The only logical explanation is that they were looking for this sort of thing (and other bad things) in the first place, it's not like they were reading them so that they could then go and fulfil their wishes and get them that new bike they've always wanted

She might have just given her teacher a christmas list, for god knows why... And the teacher or councilor probably read it. I know if some kid just handed me a christmas list I'd read it

Not necessarily. Whether it was for a school assignment or not, if it was just a list, I'd be surprised if a teacher did not read it if, for nothing else, curiosity. They could be looking for something like that, sure, but I doubt it's common enough that they have a policy on it.
