OpenOffice 3 should have PDF support..

Give it a go and insert pictures into "Writer" as you would in MS word and save as .PDF

I know a "hard way", it's called pdf995.

With this virtual printer + editing app, you could do what you describe above by:

1. "Print" the images using the pdf995 virtual printer
2. Merge the images (now in pdf) in the order you want by using the editing app in pdf995
3. ?
4. Profit

Word 07, + download the Save to PDF and XPS addin (pm me it if you want a copy)
Put the images in a document
Arrange how you want
Save to PDF
???
PROFIT!!!
