So I just ran Windows memory diagnostic on each of my four 2 GB Patriot ram modules individually.  They all passed.

My problem is that every once in a while I'll get a blue screen, usually they're random and don't happen during the same task and they always say something different.  However, the last two times I've tried to play PR I've gotten a blue screen.

What do I do?

What is your memory models, and what is your memory voltage set to in the BIOS?

The latency is correct but the voltage is 1.9v and it's supposed to be at 2.2v

Could that be a problem?

Go ahead and try it, with that many sticks the voltage problem is magnified.

I remember reading something about 4+GB of ram on Vista. Can't remember where.

Yes that could very well be the problem. The more sticks of RAM you have, the harder it becomes to make them all stable and happy. Definitely put the voltage to run at the rated voltage.
