I really hate the statistics involved in this game. I guess that's what makes it an RPG, but when it comes to stealth and I'm crouched in a corner aiming a hunting rifle (in full condition I might add) at someone's head, I expect the first shot to hit them and not blow my cover!
Also, more complaints about statistics and VATS, normally if I single fire an assault rifle or sub-machinegun, I would expect every shot to hit or at least come close. But nope, I have just the same accuracy as if I were firing full auto. And with VATS, it seems like my shots are much more powerful. I've run up and gotten in people's faces and unloaded an entire clip on them and that barely killed them, but then I'll just run up in another person's face and switch to VATS and blow them away in a couple hits. Really annoying.
So the key strategy to combat here is:
1) Run up to enemy's face
2) Switch to VATS
3) Use all AP on enemy's head (just in case), and the first round or two will kill them
4) Move to next target
