Cougar's Guide to Fallout 3 Sniper Setup:

Cougar wrote:

I've decided to share a few of the builds that I have discovered that work best in Fallout for certain specialty areas of the game. These builds which I intend to post in this thread will be pre-made builds that you can either make from the start for those of you that have beaten the game several times and just want an awesome character to play through the game without the annoying scavaging and waiting to level up for perks, OR you can use these as a template to build a character from the start for those who want to play through legit. These are builds that I have tested and played with LEGITIMATELY, including finding the items, weapons and ammo without cheats but I will also include the additem codes for those who do not want to search for a half an hour for a pair of sunglasses mounted on a mannequin in a run down building. I will also use the first build as a guide to character creation and so I don't have to re-explain myself in future builds. So without further ado, the builds:

Note: The first digit on the SPECIAL section denotes the starting attribute from character creation. The second +1 denotes the Bobblehead modifier and any subsequent +x, denotes the modifier from equipment. The last digit will be the total number of attribute points in the given attribute after all things are factored in.

*Notes: I used Black Widow-Action Girl because you SHOULD ALWAYS PLAY A FEMALE. Why? Look at the Black Widow perk, it does 10% extra damage to the opposite sex. What sex are most of the characters in the game? Male. Also the special dialogues that it opens are way better than what the male can open. For example, swindling Mr. Burke out of an extra 500 caps for Megatons ass without having to have high charisma or speech. Always make a girl.

I opted for Ranger armor and smaller weapons for this because a key part of being a sniper is the ability to sneak up on people and get those lovely Sneak Attack Criticals. Armor weight and weapon weight DO factor into how successful your sneaking is, not to mention with such low Strength, you can carry more. Also, the reasoning behind the Ultra SMG instead of an Assault rifle is simply really and three fold. 1, it is a lighter weapon, 2, 10mm is the most common ammo in the wastes, 3, the Ultra SMG has a higher DPS at close range than an assault rifle.

Most people do not like the Luck attribute, however it is very important for the Sniper and other builds as well. The starting character creation formula for distributing skill points based on attribute points is as follows ([Att+1)*2)+ x Luck, (i believe that is the correct formula) so therefore since we had our Agility set to 9 and Agility affects the staring integer of Small Guns our starting number of skill points in Small Guns would be 27. ([Agility9+1]*2) + 7Luck=27.

Criticals explained:
Cougar is carrying a Reservist Rifle and has a Small Guns skill of 150%, and one of his traits is Finesse. He spies an armored gentleman, wearing Metal Armor some distance (8 hexes) away, and decides to make an aimed shot for the eyes. This is what happens:

Cougar's base to hit is (150 - 30) + (8 * 9) + (No penalty) - (15 + 5) + 4 - 60 = 112%, a definite hit! Cougar's critical chance is (1 * 10) + (10) + (a mysterious number) = Critical hit! Cougar rolls 1d100 for the critical effect table, and gets 85. His damage is (.7 * 20 * 3)damage

- (armor ignored) = 42

Mr. Metal Man loses 42 of his 70 hp, and staggers around blindly. With his remaining 4 of 10 action points, Cougar advances closer to Mr. Metal Man, who lost his responding turn as a result of the critical.

Alvin fires at the eyes again. BTH is the same, and CC is successful. CE rolls a 95.

Mr Man screams in agony, as a round of ammunition pierces his visor, blinding him. He falls slowly to his knees, bewildered and overcome. Bleeding from his helmet, he keels over, killed by the 56 damage AND the "instant kill" effect. With his remaining 4 action points, Cougar marries your sister, has seven children, and dies at the age of 76.

So in conclusion, a sneak critical attack on any character in the game short of a Behemoth or Deathclaw will result in a one shot kill, even at distance with the Reservist rifle. The above c/p'd example does not factor in a successful sneak critical which carries with it a 2x damage bonus.

tl:dr version: This build pwns.

In this DLC pack, the Brotherhood Outcasts are trying to acquire advanced military technology, and the only way to open the vault containing these relics is by completing a tactical simulation only the player can enter. In the simulation the player will fight in one of the greatest battles of the Fallout universe: the liberation of Anchorage, Alaska from invading Red Chinese troops. The simulation is set between June 2076, when the T-51b Power Armor was first introduced, and January 2077, when Chinese forces were completely driven out of Alaska.

So, I finally started playing again (prepping for the DLC)...I'm gonna do the scientific pursuits quest and go all the way through to the Waters of Life quest. I need power armor before I can do those sidequests. Standard armor just sucks too bad.

How do I "wait" and let time pass through my PiPBoy?

What are Microsoft points?

Operation: Anchorage will be the first downloadable content (DLC) pack for Fallout 3, and is set to be released in January 2009 for the Xbox 360 and Windows versions. The DLC will cost 800 Microsoft points.

Points that are bought via money...you can either buy a card in a game store or add points to your account with a credit card.

No mate, but sometimes the quickest answer is in that tiny leaflet that comes with the game

Haven't gotten to them yet. I was actually disappointed when I got the Power Armor (which was like 30 minutes ago)... it didn't have much of an advantage over the Talon Merc armor I was wearing.

I've currently got on some Brotherhood Outcast armor though which I got off some fallen Outcast member who died in a random encounter outside Vault 112. What's the best armor in the game anyways? T-51B, I'd assume.

Spoiler (highlight to read):
Also, giving my Stimpaks to what's his face (Garza, I think) in the Taft Tunnel was a ripoff. He died anyways! Only Agincourt and Dr. Li survived. Gay. Fun quest though, it's good to have the Bloody Mess perk and watch Enclave soldiers in Tesla Power Armor completely obliterated. I kinda skipped over Tranquility Lane though and just went to the abandoned house and activated the Chinese invasion. Oh well. I made a save there though so I can try all the options at a later point.

One other question - where's the best place to have my armor repaired at? My Outcast armor only has about 21 DR right now and is only half repaired.

I'm also pumped for the DLC due to 1) 100 more achievement points, totalling 1300 after all 3 packs 2) Gauss Rifle 3) New Power Armor 4) Killing commies.

Oh. Yes. That's what the Fallout Wikia says.

Once the DLC is downloaded, the quest objective for Operation: Anchorage will be activated and a marker will appear on the world map, allowing the player to fast-travel to the location and begin the simulation. The DLC can be played at any time after the player exits Vault 101 at the beginning of the game. After completing the simulation, new equipment will be unlocked for the player to use in the rest of the game.

I get ammo/repairs at Rivet, from Flak + Shrapnel. Mostly because I've killed all the other merchants there and every other arms dealer around. I mean shit, why should I BUY your stuff when I can nick it off your corpse? Some people just don't understand the word 'bargain'.
