Bay City, Mich. —- A 93-year-old man froze to death inside his home after the municipal power company restricted his use of electricity because of unpaid bills, officials said.

Marvin E. Schur owed Bay City Electric Light & Power more than $1,000 in unpaid bills, and Bay City Manager Robert Belleman said Monday that a city utility worker had installed a “limiter” device to restrict the use of electricity at Schur’s home.

The device blows out like a fuse if consumption rises past a set level.

The limiter was tripped sometime between the time of installation and the discovery of Schur’s body, Belleman said. He said he didn’t know if anyone had made personal contact with Schur to explain how the device works.

Neighbor George Pauwels Jr. discovered the body in the home, where ice coated the windows. Pauwels said he saw utility bills on the kitchen table with cash clipped to them.

Belleman said the utilities’ policies will be reviewed, but he didn’t believe the city did anything wrong.

“I’ve said this before and some of my colleagues have said this: Neighbors need to keep an eye on neighbors,” Belleman said.

Schur, a widower, had no children.

wth he's 93..surely the government should be paying for his bills??

over here the elderly get a ton of benefits to prevent this exact sort of thing from happening. Also he's 93 so I guess this story isn't as sad as it could have been.

I am pretty sure the state would of put him in a nursing home under his consent but what ever the case he choose to live like this.
It does'nt seem he lived in a close-knit neighborhood.

If it is revealed that the power was cut off during the middle of the night, I'd like to see laws passed to prevent this from happening again. It could very well have been the power was cut as he was sleeping and he froze to death when the heaters failed.

What were the neighbors going to do? "Oh, it looks like Marvin's freezing to death, let's take him a blanket." How would they even know?

It's hardly fair to blame the man when we don't know about his situation; loads of old people - and he was 93 - suffer from dementia/memory loss/alzheimers etc

It's sad that it happened, but they only put a limiter on his power usage.  In most places they would just completely shut off the power if you were that far behind.

Why are you here? This guy is at the opposite end of the vulnerable scale that you prefer.

this.

power companys are like any other companys. You pay for a service. Just because its a more important service doesn't mean 'this or that' should have happened.

And Josh P is right, he could have suffered from disorders. Sadly he had no family to help him.

I thought so too at first, but they are both on the same end of the vulnerability scale, so that can't be it.

Also, mhh, /cake/
