What is up with the unlocks!

Everytime I gain a rank I gain 1 unlock and can only choose from certain unlocks. But my friends that I play with all get 2 unlocks per rank. Why is this? If you look at my stats, I am a well rounded player. And am ratio's and stats are better then my friends. Yet I lack the unlocks and choices you people are getting.

He gets 2 unlocks because your friend probably owns Special Forces.
