Any team that wins a championship with lower than the league average salary. This is why people hate the Yankees, because all they do is basically buy an all-star team. An organization shouldn't be considered one of the best by how much money they spend, they should be considered the best by how the actual players/staff play together. The other thing to factor in is the history of the sport. I know hockey for example didn't have a real draft and players that were born in/around that town were automatically under the rights of their city's team. That's why Montreal has so many championships. Just because great players came from Montreal doesn't mean their team should legitimately be considered great.
I don't really know who it would be though. I'm not too big on following sports other than hockey. Since like I said above that the draft wasn't really in effect until a couple of decades ago and I don't feel like I should be looking at the previous years since they were unfair, I'd have to probably say the Detroit Red Wings. They have always been a good team for as long as I could remember after the draft became fair.
