Since moving to this new house I've had shitty internet speed. I'm on an up to 8mbps service but my router only syncs at 1152 kbps downstream, 255 upstream. I've called the ISP and they say their system shows my line can handle almost 6mbps and that I'm currently receiving 5mbps from them

I have no idea what's causing the issue, is my ISP mistaken, is there some sort of router software or XP setting, hardware fault, or a wiring issue  that could kill my downstream so insanely?

truckload of karma for anyone who can solve this one for me

You sure you're not mixing kb and kB? speedtest.net please.

The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. If that is what you want to hear then there is no problem with that, but by adding so much additional material (by way of harmonics and intermodulation) you have a tailored sound system, not a hi-fi. - Rod Elliot, ESP
