But from the article, I would say both the teen and the police are to blame, the woman driver is not.
Teen is to blame because generally people have common sense to move off a road, maybe if the police shouted it at him it might have induced fear, which caused the teen to do exactly what the police said without thinking with any moderate form of common sense.
The police are to blame as they should have asked the teen to move to the side of the road/onto the pavement and then to lie down.
Even thought the teen was "aggressive", those police should be trained on how to deal with that.

at no point does it say the police demanded he lie down in the road.police confronted the youth, who was unarmed at the time, and after they presented a Taser, he lay down on the road.

I reported an accident, hung up, was phoned by the police telling me i needed to drive to the accident to confirm i reported it, i told them i was on the phone which is illegal whilst driving, they said it was fine, got to accident, and roadside traffic police didnt seem to care about the accident and more that i was using my phone whilst driving. Even after giving him the phone to talk to his operator, he still tried to book me. Luckily i know how to talk my way out in these situations (ask for badge number and first name)
