Okay here's the deal, the PC is relatively new but has had bad install of windows 2000 on it. Currently running xp like a breeze.

It is clean of spyware and malware, I run 2 or 3 scans on a regular basis that include super-anti spyware, spybot, AVG and a trial copy of ESET NOD32 anti-virus. I play several games on it, including left4dead, tf2, Warhammer Online, insurgency etc. etc.
Here's the problem. While playing CSS, recently, my average latency has gone from around 120-150 on local servers to 200+. Regularly it spikes to 800+ and doesn't come back down for minutes at a time.
This does not happen while playing any other game and download speeds are fairly consistent while torrenting legitimate shareware/freeware or patches and such. I have noticed that steam is a little buggy on this PC, especially when it comes to the way it's downloads work, with me having to stop downloads, close steam, kill the process then restart steam to get it to stop.
Anybody have any idea what could cause this? One guy in CSS said it might be the network cable or modem overheating. My personal solution is to just play TF2 but my little bro is dead keen on CSS and is currently in a clan. Haven't re-installed it yet because download speeds are shocking where I am now.
