200 turns is more than enough considering once you get a decent empire in the other ones you can take a settlement a turn if you have decent supply lines and a nice flow of cash along with a few massive armies laying siege to everything.

Don't need any town garrisons to keep order anymore and high taxes reduces growth in both population and future income.
I have lowest tax on lower class and the middle tax on upper class.

Check your trade window, there you will find info on what your current tradespots yields and who you are trading with ... if you hover over the green line leading away from the tradespot you will find out how much gold is generated from that spot ... you will notice a difference between having one or two or three Indiamen there, more than two or three at the same spot is a waste me thinks ... spread them out to cover several types of goods ...

In all the other Total War games you should have a settlement or two by then.

Dunno what the grand campaign map is like in this one though.

No 'Rebels' just a shit load of single state factions.

You have your 12 'major' factions you can play, but another 40 or so single state ones you can interact with. The starting number of provinces varies from 2 with Prussia to something like 11 for the Ottoman empire.
