I'm not gonna lie, I wear my pants down slightly lower than my hips, enough to show my boxers when I raise my arms really high up, but not enough for it to be too offensive (or so I like to think). So does this target everyone who has their pants lower than their hips, or only those that have them around their knees?
Plus, speaking of "decency," there are larger people wearing much smaller sizes than normal (picture fat chick in Hollister tank top) all the time, enough that parts that shouldn't sag out, sag out - yet as far as I know it, there aren't any laws against that?
