It isn't.

They just all have identical architecture and specs so it's easier to squeeze performance out of an engine for them.

On very rare occasion I actually like your posts. Good work.
Even though I've got consoles lying around, I'm basically a PC guy, but I'm going to be honest: the PC gaming industry had better watch itself. As consoles grow more intuitive and technologically advanced, they're going to steal a lot of business from the $2000 gaming PC industry. As technology grows more complex and diverse, more developers are going to seek the safe haven of consoles. Why? Because they won't have to go to the expenditure to develop and debug for hundreds of different hardware and software configurations. It's also growing more apparent to gamers with money that gameplay trumps graphics, and this is being pushed by all the graphically advanced bombs out there.

Some of the only reasons I'm still a PC gamer are:

a) I have over 20 years of era PC games in my collection.
b) I can do so much else with a powerful PC, like audio, video and image editing.
c) I don't have to scrounge for a completely new lineup of online gaming buddies with a PC like I would if I went 100% console.
d) My favored genres (FPS and RTS) are still pretty much ruled by the PC. I love the keyboard/mouse configuration.

What's worrying me right now is Games for Windows Live trying to muscle into the whole scene. With Dawn of War 2, you're required to run both STEAM and GFWL. Great, I've had years to get used to STEAM, and it's had years to adjust to the community. GFWL is now interposing itself like a tumor. You can't even create a custom avatar without XBOX points.

Well I don't think the Pc gaming industry is decaying. True we see more developers focused toward consoles and then bringing them to Pc which means the game will be buggy, crappy and cheap. But the thing is, PC will always be the machine that pushes the developers to create new technologies etc.
I mean Crysis when it first came out was like "HOLY FUCKING SHIT IS THAT REAL???". The devs and publishers are focusing on consoles because they want to max out their profits, and not lose most of their profit due to piracy and other things. But they will still go back to the PC, and make a great game. e.g. Empire Total War.
