well, i don't think they just want to provoke. from their point of view (kim jong-il's point of view), they're facing several powerful enemies (usa, japan, south korea) and the only way avoiding to get invaded like iraq is building nuclear weapons (that should be able to reach american homeland, too) so a potential attacker would have to face untolerable losses...
Although that plan relies on them being able to have/test nuclear weapons that can reach the US before being invaded

Im pretty sure Japan/US could've shot it down if it came towards their territory. then they would have had cause to go to war. at the moment they're just like "Lets just watch them fuck around for awhile before we annihilate them"

"Like others are doing". What? The last person to test a nuke was North Korea IIRC. Except it was a fizzle anyways because they suck at everything they do.

The last nuclear test by the US was in 1992..
