Soooo. . .
Recently picked up a Samsung SyncMaster 2253BW, and when plugged into my laptop I get flickering bars across the screen, almost looks like a crt refreshing. Not all the noticeable except when displaying dark colors, but would still like to get it sorted. I'v heard a shielded VGA cable should solve the problem, any input on this?

You should really be using DVI for such a high resolution.

It could also be a problem with the laptop. Many portable computers have pretty poor digital-to-analogue converters and shielding on the VGA output. Mine is horrid, if you put it under load, an external monitor looks like a bad TV broadcast.
The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. If that is what you want to hear then there is no problem with that, but by adding so much additional material (by way of harmonics and intermodulation) you have a tailored sound system, not a hi-fi. - Rod Elliot, ESP

That is the laptop, it has a HDMI port. Would it help to pick up a HDMI to DVI cord and use that?

that's what i would do - HDMI and DVI are both digital so you're not going to lose any quality there.

Hmm, when I unplug the laptop and run on batter power only, it works great, leading me to the conclusion that its a frequency issue, maybe a shielded cable is the best way to go after all? I suppose I might as well grab a shielded HDMI to DVI cable.

Don't spend any extra on some fancy HDMI/DVI cable. They are by far not as sensitive as VGA.

The reason you're getting interference with the adapter in and not on battery is because your adapter is an ass cheap Chinese piece of crap that can't output clean power. Just like all other OEM adapters.
