WASHINGTON -- California's increasingly severe and largely self-inflicted economic crisis will deepen on May 19 if, as is probable and desirable, voters reject most of the ballot measures that were drafted as part of a "solution" to the state's budget deficit. They would make matters worse. National economic revival is being impeded because one-eighth of the nation's population lives in a state that is driving itself into permanent stagnation. California's perennial boast -- that it is the incubator of America's future -- now has an increasingly dark urgency.

Under Arnold Schwarzenegger, the best governor the states contiguous to California have ever had, people and businesses have been relocating in those states. For four consecutive years, more Americans have moved out of California than have moved in. California's business costs are more than 20 percent higher than the average state's. In the last decade, net out-migration of Americans has been 1.4 million. California is exporting talent while importing Mexico's poverty. The latter is not California's fault; the former is.

A message to the rest of the country?

What are you basing that on?

Clearly all Mexico's fault.

Yes he did. "California is exporting talent while importing Mexico's poverty. The latter is not California's fault; the former is."

If not Californians fault, nor Mexico's than whom, New Zealanders?

?

I interpreted that sentence to mean it's California's fault that Mexico's poverty is being imported, not the other way round...

Maybe you should learn the terms former and latter.

To clarify the questions for those with reading comprehension problems:

People and businesses are relocating from CA to the states that border CA. Hence, Arnie is the best governor those states have ever had, due to the boon to their respective economies resulting from CA government's poor business practices.

The exporting of CA talent (the former, and tied to the previous quote as well) is the fault of CA. The importation of Mexico's poverty into CA is not CA's fault, as immigration is a Federal responsibility, not a State responsibility.

Hopefully the above addressed the questions.

Yeah, I'm confused as who we should be blaming for Cali's mess.

Turns out everyone except the Governator are to blame.

In the context of the OP (Liberalism's Laboratory), the "lab" is CA's internal policies and the effects they are having on CA. So to somehow "join the dots" (we say "connect the dots" in the US) that liberalism is causing Mexico's poverty to move into CA is false and not at all what the OP is getting at.

Well, everytime the republican governor tries to cut spending, or become fiscally responsible, he is overridden by his democratic state elected officials.  Everybody thinks 'cut funding somewhere else.  MY programs are critical, and cutting them hurts the people (losing votes).

A good part of the blame lies directly with the Governator.  A good part of the blame lies with the legislature.  Our public unions also have a ridiculous amount of power within our state.  Police/Fire/Prison Gaurds/Teachers unions all have a stranglehold on our legislature.

It's extremely ignorant to place the blame on one faction; almost as ignorant as extrapolating the causation to California's generally liberal lean.

I was making a different point.
That the (former) Federal govt wanted to see Liberal California fail and took minimal action to block the flow of Mexicans.
That and they needed cheap labour to keep the wheels of capitalism oiled

How shocking that you would see a conspiracy there.

The former administration wanted to see the CA governor succeed, even though they disagreed with many of his positions on policy. He is a Republican--in name only--but still a Republican.

BTW, Arizona, New Mexico, and Texas all have similar "Mexican flow" issues. That is really a minimal (if existent) part of the problem with CA's economy.

Our next Governor will really determine which direction my state will go...

The major or SF, LA, or the Attorney General of the state each would be terrible choices imho.  But I bet one of them will be able to ride the coat-tails of Obama into office.  There's no strong republican candidate unless you want to count the former CEO of eBay, Meg Witman.
