Many (if not most) of the spending programs that are bankrupting CA can't be cut without a referendum because they were put in place by referendum.

Portland is pretty nice from what I hear, and I've yet to hear anything majorly negative about their government.
It really honestly amazes me. City officials have to raise taxes to raises there incomes, and then raise taxes to raise there incomes as a cost of living increase. They're the ones that more or less control the cost of living.
