I'm helping my friend build a new computer.

It gets power as the fans are spinning and the lights are on but nothing actually happens on the screen, it's as though it doesn't realize it's hooked up to a video card, we tested two cards with no video in both PCI-e slots.  One of those came from already working Dell computer and as I said, still doesn't work, though the fan on this card was spinning.  The processor he ordered is a Core 2 Quad Q8400 and we tried a 521 Pentium 4 but that had the same results.  The reason I tried this was that I had a similar case with my brother's P35 in which I had to use my 540 Pentium 4 in order to install everything and flash the BIOS as it was required to use 45nm processors.

I think the main issue right now is how to get a video signal.

This is the motherboard if that's important:

I had a PC with similar symptoms go by me few weeks ago, it was the mobo.

edit: reset CMOS, try with one ram stick for starters

DURRRRR

We forgot to plug in the CPU power plug, spent like 2 or 3 hours of figuring out what went wrong and that was all it was.

I was building a PC once and couldn't work out why the light on the mobo wouldn't come at all, I was sure I'd done everything correctly. Spent about 20 mins checking everything ...

Turns out that I hadn't plugged it in to the mains.
