No, it doesn't count as a tank kill...
...but there is no "tank kill" stat (listed by BF2S, anyhow), I believe both vehicle types count as "armor" kills.
A trickier question is whether AA vehicles count as Armor or Air Defence (and I'm guessing air defence, given the UBAR wording for the air defence badges and ribbons).

Yeah, Tanks and APC's fall under "Armor" and the AA falls under, Air Defense (as does a stinger emplacement...it counts as a vehicle -- you just don't have wheels.)
