If you think something is spam, then click the "report" button, your edict should be to be helpful, not to police the forums. I need a theme based on the "prosilver" or "subsilver2" basic style template (PHBB3). Can anyone give some nice themes please? (I did Google...)

EDIT: If all you want is the stock skin with like a different color or something, it's not too hard to edit that stuff in the CSS files. The phpbbhacks site I gave earlier has icon packs.
