At this point I wouldnt upgrade it, replacement is where those parts are at.
with out operating system you could get a half decent comp for that price.

EDIT2:I am only looking for this to be for MS Office, web, and light stuff. I plan to build a gaming computer towards the end of this year, hopefully. The rest of the family needs to be able to do email and such while I game or whatever...

I will be reusing monitor, mouse, keyboard, and case.

That graphics card is crap it is probably not much better then your current card. corsair psus are solid and dont break the bank.

The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. If I have HDD (SATA 250GB Western Digital). Should I get a new one or should I just reuse the old one. I want to use all the same programs and stuff...

Should I get a new DVD Burner/Drive, the one I have is an old IDE (idk brand)?

You can very well re-use your HD and optical drive. Those things hardly age. You will, however, still need to re-install Windows, and preferably reformat your drive for your new computer to work.

I don't know how to do that, but I have a friend who works in IT who's going to help me with building my computer. He should be able to help me with that...
