I am pretty sure that you have to have played at least 20 mins in each map to get this

All i need to do now is play Zatar Wetlands for 4 more minutes!

I got the Far East service, but after accumilating a 20 minute total in Zatar Wetlands I didn't go the fucking Middle East Ribbon! WTF?

I played for longer in MEC then PLA. And I only have 20 mins in Wake and I got it

No, you get both ribbons by playing on each map with those armies.
