I'm assuming that as time goes on, technology would be better, so speed would increase, but would it increase rapidly enough to shrink the time needed to travel that distance?

The first few links.. but as it stands (of course). Neither is the often mentioned wormhole travel. Theories and practicalities are two different matters.
