A friend of mine recently built a new computer. So far every game he has tried "stutters" or lags when he tries to run them. (this includes Fallout 3, Oblivion, Crysis, Warhead)

So far we've tried updating drivers for the video card (and even trying older ones) as well as any other component we could think of, adding codecs, patching the games, and checking heat levels (nothing is overheating), and updating the OS.

System Specs:

RAM: OCZ Gold 6GB (3 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800)
Motherboard: EVGA 141-BL-E757-TR LGA 1366 Intel X58 ATX X58 SLI LE Intel Motherboard
Video Card: EVGA 017-P3-1175-AR GeForce GTX 275 1792MB 448-bit DDR3 PCI Express 2.0 x16
Processor: Intel Core i7 920 Nehalem 2.66GHz 4 x 256KB L2 Cache 8MB L3 Cache LGA 1366 130W Quad-Core Processor
Hard Drive: Western Digital Caviar Black WD1001FALS 1TB 7200 RPM 32MB Cache SATA 3.0Gb/s
PSU: OCZ GameXStream OCZ850GXSSLI ATX12V v2.2 and EPS12V 850Watts Power Supply 100 - 240 V CB, CE, CSA, UL
OS: Microsoft Windows Vista Home Premium SP1 64-bit
Monitor (in case it is relevant):  LG W2353V-PF Black 23" 2ms(GTG) HDMI Full HD 1080P Widescreen LCD

Any ideas?

There's SP2 for Vista;
Maybe the OS is corrupt? If you can, try a reformat, and install SP2.

also was it a fresh install of vista 64?
Did he defrag?
what monitor resolution?
What does he have his pagefile set at?   
system managed or did he make it custom?

You could also try turning off system restore and and any antivirus and see if that helps...

More than likely he didn't...  System managed should be fine for as much ram as he has.

I know the difference, but I'm not standing over his shoulder to check. I just got the number he told me. I'm guessing he has it on managed but I don't think that's the issue.

I have not. Now that I think about it, wasn't there some issue with Vista when you boot it for the first time if you're trying to run more that 2GB of RAM?

I would also try, if at all possible, to try another video card.  Something tells me there might be something going on with that GPU.

Tried putting my 8800 GTS G92 in his build to no avail. The issue continued to persist. I also put his 275 in my build and everything ran fine so it's not the card.

Well, I finally got to work with his rig first hand (I've been relaying your input via messaging this whole time). Turns out Bios under-clocked the ram and didn't enable triple channel by default. A few simple changes to the Bios and it runs great.
