If i7's overclock so well, why don't they have them run like that from the factory settings and rape the competition even more?

Because there is no need. There is absolutely nothing out from AMD atm that could get close to i7 975. When there is, they just pump up the clockspeeds a bit more.

Besides, lower the clocks and then make special editions at higher clock speeds and charge people loads for them works too...

Try these first. Keep an eye on the core temps while running prime95 with 8 threads. LinX doesn't work so well on i7, but you could do quick 10-20x run on it too. 

If the 3.8GHz goes fine, put 191 BCLK which equals to 4GHz with 21x multiplier.

edit: you have evga board that has some settings with different name. feel free to ask if you have trouble finding them.
I'll give it a try. Parts should be here on Tuesday.
