Yes those kids should have the full force of the law thrown at them. And no I wouldn't feel bad if an officer had tried to break up the fight, got attacked and ended up shooting one of the punks.
There are some crimes which are so fundamental, and so easy to understand, that harsher punishment at an earlier age is both permissable and necessary.
