Well, although Wordpress is certainly a nice suggestion and isn't too hard to learn, it's not really the most useful of things to grab for yourself.
The second site, the guy has used this:

The first guy has chosen to code his website with PHP, but from what I can see at first glance, there was no need to do so as it is a static website. He has also chosen to go for a flash viewer, not sure which (not as good as the second one though). Now, the reality is that Flash viewers are outdated and not as customisable as one would like. The equivalent most developer will use is Javascript.
There is a huge library of Javascript libraries out there, and in about 1.5 hours you could easily get your site set up, with a template, a gallery and all your images uploaded. Some galleries to look at:

I would help you personally with your site and your queries, but I currently have very little time on my hands, so I suggest you try some of what I said, and then when you hit problems post them here and I'll check when I can. Also allows the other guys to help you as well, they may have better suggestions/ideas.
