Yeah, they don't look like power lines. More like communications. It's a well known fact that cable management is virtually non existent in some countries.

Also even if it was power lines, they would probably be fried long before a picture like that would be taken. Also you need to touch more than one wire to be electrocuted, or something like that. Also the power was probably out, due to the floods, so there's that factor. Also the power would probably be out even if there wasn't a flood.

Basically, everything that needs to be said, has already been said...
