I sometimes find them in the AGP slot of older Optiplexs that I work on at school

I'm not sure what they are though.  I assume it's either some kind of quick boot SSD or maybe additional video memory for the onboard graphics

Right on the money. I googled for "dell optiplex agp insert card" and found this. Scroll down, and this looks right, no? It's a "GPA (AIMM) Card." Better Image

From this bit of advertising, it seems to be more video memory.

Edit: It's worth noting that the theoretical performance boost isn't only from more memory, but the shared bandwidth of the onboard memory and the AGP interface, as noted in the above article.

It's a 66-pin AIMM module. It's a graphics performance accelerator used to enhance on board graphics.
