The X stands for

WD40, or one of those other solutions for as long as possible.

Give them a tap on the head with a hammer before you try turning them.
This presses them in a little and can help break the rust bond.
Or it can just break the head off, depends.

If they do break you'll need to drill them out and use a stud remover, never had much success with that TBH.

Pic would be handy, also the size of the bolts.

The heatsheild bolts are probably 10 or 12mm unfortunatly...

However they are at least likely only used to hold on the heatsheild... which may not even fit back on with an aftermarket header... So he may well be able to snap the heads off each one and just leave it, lol... (but really, if possible heat shields are a good thing.)

are you using a 6 or 12 point socket?  Use a 6 point.  you'll either snap the head off or loosen the bolt.  if that doesn't work use a chisel and hammer or an airhammer to cut off the head.  and if that doesn't work you can always cut/hack/slash/bite/burn/tear off the shield a few pieces at a time.
