Me and flatmates have a shared connection (obviously). two of us use wired connections (from different sockets on the back of the router), and one uses wireless.

Flatmate #1 on wired connection can torrent at the same time as playing games totally fine

Me on wired connection can torrent and play games at the same time totally fine

Me and flatmare #1 can both be on EvE/TF2 etc at the same time totally fine

I can torrent and flatmate #1 can play games at the same time totally fine

But if flatmate #1 torrents, my connection to do ANYTHING goes totally to shit. Like it took me 1 minute to open the tech subforum just now.

make sure QoS is enabled on the router perhaps?

In a browser, go to 192.168.1.1
Enter admin for the username and admin for the password (Assuming you didn't change it to begin with)

Look around for QOS  (Quality of service) settings.

Just remembered a facepalm story: Couple friends gathered at one of our houses and the internet was going in and out. Not a complete failure, but the same symptoms as the OP. We were all pretty decent around computers, myself and one other were more in to it and both had CCNAs so we were pretty confident that our network and computers were in shape.

So, called the ISP, and scheduled a tech to come out the next day. Later that night, we decided to check the host's brother's laptop even though the brother was out of the house. Turns out, the laptops auto-sleep on close had been disabled and uTorrent was running unlimited upload on 10 torrents or so.
