That same steering wheel was featured on another Toyota concept that was also featured on Top Gear. It's for a low-speed vehicle, think like a Smart but really designed for urban commuting.

But again, this is only a concept. It MIGHT see production in 50 years, if we're not using our brains to steer cars by then.
