for my History class I have to make an assignment on the following cartoon;

It's called "Look, I have a beard too!" (1960). Clearly Castro and Uncle Sam(?) are figured on the drawing. I'm not experienced with the Cold War that much, except for the European happenings, but this is obviously USA-Cuba related. I was thinking of the cuba missile crisis, but that happened later, so it can't be the subject of this cartoon.
Does anyone have an idea what the subject/meaning of this cartoon could be? It would be a great help for me. Thanks in advance
