Connection problems.

Where do I start troubleshooting?
I'm on my grandparents' PC, same ISP. It took way too long for steam to update, and the steam news updates didn't fully load before I was impatient and closed the window. Youtube vids buffer very slowly and certain other webpages load slowly. There's no problem with forums.BF2s.com and now Facebook isn't as slow after trying the ipconfig /release then /renew trick. I went into msconfig and turned off all unnecessary processes on startup. There is still lag issues here and there.

Same ISP, different plan.

If it's DSL and you're at a different house, then it could be the distance to the local office.
