Hey guys,

Currently putting together a new "budget" rig right now:

i7 860 (no hardcore overclocking...maybe a dummy oc through the MB)
EVGA p55 LE Motherboard or a Gigabyte GA P55-UD3R (Which one do you guys reccomend btw?)
4 gb of DDR3 Patriot Viper II's
My old xfx 4890 XT
2 antec blue LED 120mm case fans
500 GB WD hardrive
DVD drive

Would a 450 watt Corsair I have laying around be enough to handle it comfortably without frying? or do I have to go into my other rig and rip out my corsair 550w? (some thing which I don't want to do...well not right now anyways).

I would say no prolly a 500W minimum but I could be wrong. Corsair is a good brand and there parts are under rated so you should be fine

450 should boot that up fine, just don't expect to be adding any more GPU's

Also, what is a "Dummy OC through the mobo" supposed to mean?

Should be no problem. You don't need 1kW PSUs for simple PCs
once upon a midnight dreary, while i pron surfed, weak and weary, over many a strange and spurious site of ' hot  xxx galore'. While i clicked my fav'rite bookmark, suddenly there came a warning, and my heart was filled with mourning, mourning for my dear amour, " 'Tis not possible!", i muttered, " give me back my free hardcore!"..... quoth the server, 404.

The 450 watt PSU has been used just over a year (May 08-August 09). Is capacitor aging going force recommended wattage over 450 watts?

A year isn't that long. It should still work fine.

Since you have a PSU with quality capacitors, you don't need to count with capacitor aging for another 20 years.
The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity.
