Can the IAR requirement be met before a time requirement? For example, I am working on a veteran medal, I have killed 20+ IAR, when I hit 15h will I get the medal, or do I have to have a 20+ kill round after 15h?

You have to get 20+ kill in a round AFTER you get 15h

I'm pretty sure (almost 100%) that you have to get the IAR requirements after the rest.
get the 15 hours, quit the game rejoin and get 20 kills and viola
