I need a new graphics card and an external HDD.

I can spend $100-$150 USD on each, ($200-$300 total for both)

what should I buy ?

I want to be able to play COD Modern Warefare 2 on highest settings using a 1600x1050 resolution.

In one of the reviews some guy says that this card requires a 26AMP 12V rail

How do I find out if my mobo meets these requirements ?

I believe that is a Power Supply specification, not mobo.

What power supply do you have?

I have a 500 Watt -- NZXT PF-500 Power Supply

I thought  it had to do with the MOBO because it says "rail" and I know that the graphics card does not have a 6 pin connector so it must draw its power from the slot in the MOBO.

To use that card you would need to make sure your power supply has one output (rail) rated at 26Amps.  Found the specs on your PS and I dont think it will make it.

what do you think is the best 200 series Nvidia card to get for about $150 USD ?

I will even consider a good ATI for the same price but either one I choose will need to have a 6 pin connector

I need to run BF2, BF2142, L4D, COD4, COD5 and CS:S at max settings at 1680x1050 res.

I would also like to be able to play Modern Warefare 2 on decent settings.

Right now you should consider an ATI 5770. It's supposed to be pretty decent for the price and it this one has a 6 pin power connector. The price/performance is good and should be able to run all of those games on all high. Even my 4830 can run most of those on all high, and the 5770 is even better.

The GTX 260s that I've seen on Newegg have been around $180+.

Also, here's a review for the 5770 for L4D. All high 2560x1600 the GTX 260 beats the 5770 at 106 to 82 fps. The GTX 260 has more power, but also consumes more power.

so what card would you guys buy if you had my system specs, I have to be aware of power consumption and also need a card that will fit into my case.

I can spend $200 USD on a card

ati HD5770 or Nvidia GTX 260 would be what you are looking for.
