Best Place to get it? i can get 19 kills, but not 20 mins

If time is you're issue then play the odds at getting longer rounds.
First is to play assault maps not head-on, as most of the tickets on these maps are lost though deaths not due to ticket bleed.
Second, try to find a 64 player server that is only half full [around 02:00 is a good time to find half empty servers!] so that you get the maximum tickets, ie the maximum time.
Third, stay in armour the as much as you can for the round, ie dont get out to cap a flag you cant reach, who cares about the flag, you want that ribbon, you DONT want someone to steal you're armour!

i got mine by playing a 64 size karkand map with a max of about 20 players. so few people want the armour and the tickets go down so slowly its easy to get
same here, didn't even try to get it, I was driving around and all of the sudden it pops up. sweet
I got mine on a 32 player Karkand map. My buddy was an engineer and kept me alive so I had only one death in a tank and got the ribbon with about 1 min to spare.
I got my at Songhua Straight on a mostly empty server. Be an engineer so you pull out of battle to repair from time to time. I got my ribbon about 2 minutes before the round ended. If you got Special Forces, a mostly empty Warlord map is a good one if your SAS. Just randomly drive from the main base to the plaza, insurgent hideout, mosque, and palace security office. Cap the flags and defend the flags you can.

I got mine playing Warlord. 20 Player server. I got the Armour Service Ribbon and the Armour SF ribbon in the same round!
The cheapest way to get the ribbon is to stay in one place for that much time.
