Most people have adequate hand-eye co-ordination, it just takes practice to learn the quirks of a game i.e knowing how much moving affects your aim, how much damage weapons do, hitbox sizes, gun recoil patterns and so on. When it comes to skill I guess the main difference is that 'skillful' players learn these things faster.

3) having a way to measure this improvement
4) being honest to yourself about why you lost
